PLL Logistics develops the technical data and ILS plans to include the procedures, and schedules for preparing, collecting, publishing, distributing, updating, and all the technical data related to new systems, electronic equipment or the end item to ensure that the technical manuals accurately reflect all technical and logistics support data. PLL Logistics will distribute all final technical manuals to the Fleet, various shipyards, and training commands, as appropriate.
PLL Logistics follows the Technical Manual Management Program directive NAVSEAINST 4160.3A for the development and distribution of U.S. Navy technical manuals to the Fleet. In addition, PLL Logistics can produce technical manuals from start to finish using XML and ensure each generation of the technical manual (TM) fully supports the associated equipment and hardware. PLL Logistics will develop a life cycle technical manual plan (TMP) for each ship, major system, or equipment and will be maintained throughout the ship, system, or equipment life cycle.
PLL Logistics will also deliver a Technical Manual Quality Assurance (TMQA) Program in accordance with NAVSEA established guidelines. A TMQA program will prevent the Government from accepting a TM which is incomplete, inaccurate, or does not correctly reflect hardware configuration, therefore, fleet operation and maintenance support are adversely affected. PLL Logistics will ensure all aspects of the TMQA encompasses all aspects of the TM to ensure all products conform to the requirements as outlined in NAVSEAINST 4160.3A.
